How frequently we should clear it?

It's a tedious job to clear one by one and if we clear all at once then the ones required to run at background will also be deleted. What to do?

Starting from Android 2.3, AKA GingerBread, Android got a better memory management system, thus eliminating the need for task killers. Even if you use task killers, the apps and services will restart itself. And this cycle will repeat, ending up consuming your battery. The OS will clear the memory automatically by killing unwanted background apps, allowing the app which you are currently using to run smoothly.

So when installing apps make sure you will use them and delete unwanted ones. If you are rooted you can remove bloatware system apps or even flash a custom ROM.
